Concerning the role of a Photon Afterburner in the fuel cycle and in
solving the transmutation problem
- The problem of utilization of the
radioactive waste can be solved effectively employing a rational
combination of the technologies being developed for the Fast Reactors
(FR) with a Photon Afterburner (PA).
- The development of a PA on the basis
of the 30-40 MeV electron accelerators seems to be promising for the
following reasons:
- the burning rate of the Minor Actinides (MA) is comparable with
that of FR
- the proportion of the fission rate of MA to the beam energy is
optimal at electron energies of 30-40 MeV
- effective burning of the fission products resulting in
production of stable or short-lived nuclides is possible
- the project is based on the up-to-date technologies
- it is possible to develop a pilot project of low power (less
than one megawatt)
- Burning of MA
i)There are no reasons to believe, for the moment, that transmutation
in PA will be completely alternative to transmutation in FR.
Undoubtedly, in the case of transmutation of MA in PA the problems
occurring in the fuel cycle are similar to those in FR. Therefore, a
comprehensive approach employing complementary technologies seems to be
the most promising.
ii)Because of development of the fuel cycles which will employ MA for
the power production, the burning of MA containing in fuel remnants
with the help of PA is expedient in the case of complete liquidation of
traditional reactors on a certain territory.
- The PA can be recommended as a major technology for burning of
fission products.
Scientific and organizational plans
- It is opportunely and currently important to start R&D in
following directions:
- the estimation of the capabilities of photo-transmutation of
the fission products, as the result a detailed project has to be drawn
up including the estimate of investment attractiveness
- the preparation of an experimental basis at FLNR and RIAS for
irradiation of samples being of interest for photo-transmutation
- the provision of the standard data relevant to
photo-transmutation.
- The coordinating role of the FLNR in the Project and Dr. A.
Matthies as the enterprise chairman on the initial stage of the work
should be regarded. It is appropriate to call subsequent Meetings on
regularly.
- Employing the data provided by the participants the detailed
Document should be drawn up which defines the status of PA,
substantiating the expediency of PA from the point of view of its
efficiency and compliance with the modern technological capabilities.
The document is to be submitted for examination to the participating
Institutes (JINR, RIAR, IPPE, RIAS).
- It worth to conclude a framework agreement between the
participating Institutes relevant to the work on a Photon Afterburner.
